He was born September 4, 1979 in Royston,GA at Ty Cobb Medical Center. He was the son of Bill Sloan Kelley and Frances Carter Kelley of Toccoa,GA. Mr. Kelley was preceded in death by his grandparents Newell and Hortense Carter of Madison, S. C. and Walker and Lizzie Mae Kelley of Toccoa.
Survivors include his parents, Bill and Frances Carter Kelley of Toccoa; uncles, Lee Carter and his wife Carolyn of Toccoa and Gerald Carter of Westminster, SC; aunt, Becky Childers of Toccoa; cousins, Peyton Carter and wife, Rebecca of Huntsville, AL, Anna Carter of Huntsville, AL, Devin, Dulce, and Diesel Carter of Tifton, Brandon, Haley, and Boone Carter of Toccoa, Jake and Jase Childers of Toccoa, Johnny and Deborah Kelley, Nancy, Linda, Mary and William Kelley of Toccoa, Patrick And Justin Carter of Toccoa, and Scott Carter of Florida.
